Leica IIIc Rangefinder Camera Body Not Working

It shows signs of use. The rangefinder patch is only visible when pointing to a strong light such as a ceiling light. Shutter fires and film advances but the shutter speeds all sound the same. It takes a lot of winding to get to the next frame.
